My Stream will lag or Just skip frames and go to 0 kbps

Here i have some screen shots and test i did to see if i can even stream and as u can see i have pretty good upload for what i think would be good for streaming and yes I'm on ethernet.

here some screen shoots i took to see if i can even stream and every time i do a reset some would fail or they would just work it complete random on what will happen i even try to R1TCPOptimizer that some said to try on some other guy post did nothing.

Here i try steaming on yt i have a 1080p monitor but people say i should try steaming at a higher bitrate cause it just looks better so i try 12k dam it goes down and it will skip frame. Well who cares i can lower it to 9k see if that's better well it work nah I'm lying it only made the skip frame take long instead on it being every 10 seconds. So than i try steaming on twitch i know the bitrate should be 6k so maybe that the only place i can steam nah it will crash and get that panic guy every 30 sec.

Here are my specs if they will help and steam setting:
CPU AMD Ryzen 5 3600 6 core processor
GPU AMD Radeon RX 6700 XT
32 DDR4

instead of me streaming at 60 fps i try 30fps because some said it work for them when they has issue for now it seems to work so if u kind of have the same issue try that cause for now it works don't know if it will break
