I was also affected so I've made a patch for this and sent the PR to the original maintainer but in short, there was a change to the FFmpeg version bundled with OBS, requiring a change to the original version.
If you want just the fixed version, I've placed it here (you can either copy over the dll on it's own or copy the whole folder) but I've also gone ahead and fixed some of the other minor issues:

And because I had some more time, I did a seperate release and added some features in my own forked version - feel free to send me some feature requests if you have any and I'll try and get them merged back to the original if the dev is still around:

- Direct manipulation in the preview: drag to create, move and resize regions
- Scene item regions that track live mid-stream, group-aware, plus manual regions pinnable to an item
- Center focus with separate X/Y radii
- An image-mask region type (greyscale image drives the ROI, hot-reloaded when the file changes)
- Per-region hotkeys and an obs-websocket vendor API
- A stepped heatmap with a block histogram, and output scaling support (the old "scaling not
supported" limitation is gone)
